RecommendationIt is the Administration's recommendation that the Governing Board approve Jocelyn Morales to work in a substitute classified management position: Administrative Assistant to the Superintendent, for a limited-term assignment from October 1, 2026, through June 30, 2027.
RationaleA substitute classified management position is needed for the Administrative Assistant to the Superintendent to provide coverage for a limited term during the authorized absence of a permanent employee. Jocelyn Morales is a permanent-classified employee who currently works in a Student Services Administrative Support position at the District Office. Jocelyn has worked with the District for five years and has the qualifications and knowledge to work in this substitute classified management position. Compensation: Pay and benefits during the substitute management assignment shall be in accordance with the RCAA salary schedule for the duration of the assignment. Bargaining Unit Exclusion: Classified management positions are strictly excluded from the CSEA bargaining unit. While performing management duties as a substitute, Jocelyn Morales cannot perform union-protected duties and is considered part of the management/exempt group. No Permanent Status: Substituting in this management position does not grant Jocelyn Morales permanent status or automatic promotion to this management role. Return Rights: Permanent status in the underlying CSEA position (Student Services Administrative Support) is protected. Jocelyn Morales is returned to her regular position once the substitute management assignment concludes.
