RationaleEducation Codes (EC) and Title 5 Regulations (T5) provide local educational agencies (LEAs) with educator assignment options that can be used when an LEA is unable to assign a certificated employee with the appropriate credential. These options, known as Local Assignment Options (LAOs), allow flexibility at the local level and are used solely at the discretion of the LEA. LAOs require the teacher serving on the LAO to give their consent for the assignment and LAOs pertaining to teachers are for general education assignments only and cannot be used for special programs such as Special Education, Career Technical Education, or English Learner Assignments. For LAOs that require governing board authorization, the placement should be approved by the governing board prior to the start of the assignment. This is because educators placed in classrooms without board approval have not begun serving based on the LAO, and are in fact "misassigned". These educators will remain "misassigned" until board approval is in place. Misassignments should be corrected within 30 Calendar days. As well, governing board approval is required annually. This is intended to guarantee transparency in assignments, as board agendas are public and accessible to parents and stakeholder groups. Each teacher on the attached list has met the requirement(s) for subject matter competence and possesses the required skills and preparation to teach the proposed assignment. Their flexibility to work outside their credential authorization allows the district to staff middle schools appropriately as the number of students at a given site fluctuates each year, changing the annual site-based credential requirements necessary to deliver appropriate services to students. Because the middle school master schedule needs to accommodate student needs and enrollment numbers, the need for occasional Ed Code waivers applies. This is a yearly approval process and most of the teachers listed have taught these subjects for many years. Additional requests may be presented to the Board for approval at later dates to accommodate changes in scheduling, elective classes, or new hires who may need an Ed Code Waiver. The Assistant Superintendent is satisfied that each of the teachers on the attached list has adequate knowledge of each subject to be taught. EC 44256(b) expands the authorization for the holder of a Multiple Subject or a Standard Elementary Teaching Credential to teach in a departmentalized setting below grade 9. EC 44258.2 allows the holder of a Single Subject or Standard Secondary Teaching Credential to be assigned to teach classes in grades 5 through 8 in a middle school. EC 44831 allows the holder of a license, issued by the Speech-Language Pathology and Audiology Board, who has earned a master's degree in communication disorders, to provide speech and language services. T5 80005(b) expands the authorization for the holder of a California teaching credential to teach subject matter classes that do not fall within or are not directly related to the broad subject areas listed on their documents. T5 80020.4 allows the holder of a California teaching credential based on a baccalaureate degree and a teacher preparation program, including student teaching or the equivalent, to serve as a school site, school district, and or county staff developer in grades twelve and below, including preschool, and in classes organized primarily for adults.

RationaleOn March 5, 2026, the District received notification from the San Mateo County Office of Education (SMCOE) and the CalPERS Audit Compliance & Resolution Unit (CalPERS) that longevity payments reported by the payroll department in the District's new payroll system do not constitute compliance under the CalPERS Special Compensation regulations to be included in retirement calculations for CSEA members. The attached MOU provides clarification on the long-standing cumulative intent of the longevity payment language in the CSEA Master Contract. CalPERS requires this MOU to be approved as an Action Item in accordance with the Brown Act public meeting laws.

RecommendationIt is the Administration's recommendation that the School Board approve the following local assignment options for elective classes and core classes in areas of skill and preparation outside of teacher credential authorizations. This item must be approved as an Action Item.
RationaleEd Code 44258.7 (c & d) allows a credentialed teacher with special skills and preparation outside his or her credential authorization to be assigned with his or her consent to teach an elective provided the assignment is approved by a District Committee on Assignments. The Committee on Assignments met on June 22, 2026 and July 27, 2026 and reviewed course description proposals provided by teachers for each assignment. RationaleThe Redwood City Teachers Association (RCTA) and the Redwood City School District concluded contract negotiations for 2026-2028. Upon approval of the Governing Board, the attached Tentative Agreement shall be considered ratified and in effect July 1, 2026-June 30, 2029. The Memoranda of Understanding shall be considered ratified and in effect for the duration of the dates noted on the Memorandum of Understanding documents attached. Government Code section 3547.5 requires that the fiscal impact of the agreement be publicly disclosed before the Governing Board takes action. The required AB 1200 Public Disclosure accompanies this agenda item.
Financial ImpactThe estimated financial impact of the Tentative Agreement is $1,770,472 in fiscal year 2026-27. In fiscal year 2027-28, the first-year increase will continue, with an additional estimated impact of $1,105,118, resulting in a total cumulative annual impact of $2,875,590.

RecommendationIt is the Administration's recommendation that the School Board approve a Provisional Internship Permit for the following positions for the 2026-27 school year. This must be approved as an Action Item.
RationaleAccording to the CTC, the Provisional Internship Permit (PIP) was created in response to the phasing out of emergency permits and became effective on July 1, 2005. It allows an employing agency to fill an immediate staffing need by hiring an individual who has not yet met the subject matter competence requirement needed to enter an intern program. Prior to requesting a PIP, the employing agency must verify that a diligent search has been made, and a fully-credentialed teacher cannot be found. The PIP is available in the areas of Multiple Subject, Single Subject, and Education Specialist. Individuals who were issued four or fewer Long-Term Emergency Permits may be issued the PIP as long as the employer requirements have been met. Individuals who were issued five Long-Term Emergency Permits do not qualify for the PIP. The PIP will be issued for one year. Third Grade Teacher We are requesting a Provisional Internship Permit for Ivy Burg, a third grade teacher for North Star Academy. Ms. Burg has a Bachelor of Arts degree in Religion and is working to obtain her California teaching credential (Multiple Subject).

(0.5 hour at Roosevelt and 0.5 hour at Orion) Employees at these sites have consistently worked an additional 30 minutes each day and, by contract, their hours need to be increased. New - Assistant Principal Clifford Due to current student enrollment, an additional Assistant Principal at Clifford is needed. New - 8-hour Maintenance Specialist. The District seeks to hire an additional Maintenance Specialist in lieu of filling the vacant Carpenter position (10% savings to financial impact). The job duties of the Maintenance Specialist are more inline with the current needs of the District. New - 1 additional Transitional Kindergarten classroom Teacher at Roosevelt School. A new TK classroom was opened due to enrollment needs. New - 6-hour Instructional Assistant Transitional Kindergarten at Orion School. A new TK classroom was opened this year. Each TK classroom has an assigned 6-hour Instructional Assistant. New - Two, 6-hour Instructional Assistant Transitional Kindergarten at Roosevelt School. Two new TK classrooms were opened this year. Each TK classroom has an assigned 6-hour Instructional Assistant. New - 6-hour Instructional Assistant Transitional Kindergarten at Taft School. A new TK classroom was opened this year. Each TK classroom has an assigned 6-hour Instructional Assistant. New - additional 3.5 hours Administrative Secretary III Human Resources The current Administrative Secretary III has taken on additional duties that were recently transferred from the Business Department to the Human Resources Department.

RationaleBoard Policy 5113.12 affirms the Board of Trustees' recognition that poor school attendance and behavioral challenges negatively impact student learning, academic achievement, and long-term outcomes. The policy directs the Superintendent or designee to establish a comprehensive and integrated system for the early identification of attendance challenges and to implement strategies that encourage regular school attendance. When Tier I and Tier II interventions have been exhausted at the school level, students with patterns of unexcused absences may be referred to the School Attendance Review Board (SARB) for additional guidance and assistance as part of Tier III support. Board Policy 5113.12, adopted January 14, 2026, also establishes that the Governing Board is responsible for appointing members to the district's SARB in accordance with California Education Code 48321. Consistent with Education Code 48321 and Board Policy 5113.12, the proposed SARB membership includes district administrators and representatives from community-based organizations to ensure a coordinated approach to addressing attendance barriers and connecting families to support services.
